    Agree that this is tripping people up. Concentration can be measured by volume 1oz liquid in 99oz of another liquid is 1%. But it can also be measured by mass, 1gm in 1Kg total is 0.1%. Add in the fact that you are changing volumes of gas without changing their gas ratios (for CCRs and diving in general) and you have a mess.

    I'm not disagreeing with you. Volume or mass based doesn't matter, concentration (aka percentage) is a fraction.

    But it's a slightly ambiguous fraction that's open to misinterpretation.

    I might just stick with PP and %. No confusion there. If "concentration" ever comes up in conversation in the future, I will stem my natural instinct to read it as "%" or "fraction" and beat the term with a large stick until the conversation refers to one or the other of PP and %.
