Doh, that explains a lot,

Had always thought the accents around Newquay were a bit strange, Now it turns out that Cornwall has seceded from the UK and joined Italy without telling anyone... Probably also explains the better weather?

Seriously though, there seems to be at least one of these a week, think what they are after is the underbidders email addresses.
