Well the criteria i used for our Rebreather Friendly Destinations DB are

1 - Scrubber Material for sale
2 - O2 on site
3 - Booster pump eg haskel available
4 - He if they are catering to technical diving
5 - Cylinders for hire, Inspirations are best bet as you can use them in the insp, Meg, Prism, kiss, Ouroboros....

My 2 penneth...

Stuart summs it up nicely. If they also have a couple of sensors on the shelf and a few rigged stage tanks for bailout they're even friendlier.

Inspiriation tanks

O2 booster pump

Spare scrims, O rings, O2 Cells, batteries

Proper Sofnalime

7ltr Ali stages (Using 10s when you dont have to is a PITA)

A spare unit incase yours goes terminal would be nice but a bit much to ask

Dive guides that will tolerate the diver doing more than 60mins on a dive.
