They are steel. I thought about getting a an extra set for my inspo and then I did the math and decided that DR Express had a better deal if you need valves as well. $300 plus shipping from NE Scuba Supply for 1 year old tanks, no valve (and obviously not o2 clean) and no vip - DR Express will ship you a pair of new O2 clean ones with valves, VIPs, o2 and dil stickers for $558 shipping included.

Just for the record, this is not accurate - the tanks in question come fully O2 clean and sealed with a plug from the factory. If someone buys these tanks and their LDS tells them they aren't clean because they didn't come with a valve and/or requires you to pay for said cleaning, they are either misinformed or knowingly taking you for a ride. VIPs are included with these tanks, as well.

I just want to second what JC said. $258 for shipping and valves does not compute to a better deal on my calculator.
