You can have a good quality but smaller image. If you just want to make a picture from your digital camera smaller, open it in MS Paint (comes with Windows). Select Image/Stretch & Skew and then add a percentage into both the horizontal and vertical boxes. I normally use 12% for my camera.

This shrinks the image size considerably. I'm sure some bright spark can find a better way, but most people have MS Paint.
