Upload cumulative limit- Bug or Change?

I tried to attach a simple 8 kb picture to a post today and got an error message. It said the little 8 kb file put me 2.34 MB over the limit- and that my total upload over the past couple of years was 3.29 MB. That would put a lifetime upload limit at around just 1 MB, yet single files over 1MB are clearly allowed. What’s going on? Has something been changed in the last week or so?
