I would assume that the prices exclude vat, there is no mention of vat though.

easy fix so you don't have to own booster or cylinder buy our own transfill whip and make nice with our local welding shop, mine lets me tap thier full cylinders for a twelve pack a fill. and i get about 2000 psi that way.
