New cylinder valve regulations for Europe?

Can someone briefly tell me or point me to a web-site where the current regulations concerning EU cylinder valve regulations are posted?

Plans were afoot to make each gas type have its own valve/thread which would have made OC diving on different gas types horribly expensive. Is this idea still afloat or has sanity prevaled?
