Of course, the variety of rebreathers is one obstacle. And the fact that many units available on the market also differ in their philosophies behind them, as well as crucial designs. One example: There is not even agreement on the direction of the gas flow.
Also, the more accomplished and experienced divers have "their own way of doing things" - from deco theory, models, algorithms, gas choices, to specific gear configurations. Less experienced divers (myself included) would like to see more standardisation on the basis of "best practise", so we can learn without having to make the same errors others have made before us.
Further: There may actually be some legal implications if you are too prescriptive.
