A log book stating the amount of dives & depths in the desired range will count in an early release, maybe.
I can see a problem with this approach. You are putting yourself into the position of "Certifying agency", saying who is up to standard and who is not. If you don't let someone dive, you're in the clear, but if you do let someone dive, and they have an accident, and it can be shown that you approved them to dive, does this put you in the sh1t?
I do however fully understand and approve of your desire to keep muppets out of the water and preferably off your boat!
