I guess if the instructor is happy to sign off , then that student has reach the standard for the course. I have no problem with that but if the student then came to me wanting to dive, I would be asking for a check out on shallower dives first, until I feel conifident I can let the reins go.
A log book stating the amount of dives & depths in the desired range will count in an early release, maybe.
TDI are another agency with the printed depths on cards.
