That's the kind of diving the Drager Dolphin was made for. If your really going no deeper than 20 feet, use 60% nitrox on the 60% orifice and you should be able to make two 45 minute dives on one 28ft tank with a little bit of gas left over. Just make sure you have a working oxyguage. I NEVER HAVE and I NEVER WILL dive my dolphin witout an oxyguage or some other kind of PO2 monitor.
