Still vote for two major steps:

CCiR I
for rookies ( highly simplified procedures, less focus on the fetish Rebreather,
more focus on buddy, multitasking, antizipation and safety skills )

CCiR II for experts ( the fine arts of surviving the advanced shit in full complexity )

or even three steps.
