Remove the valve.

There is a report recently where a diver lost his Rebreather cylinder because it had the valve in it and the inspector replaced it with a note saying that they could not inspect it therefore it would be disposed of.

If it is hard to inspect an item should they let it through? Or employ an IDEST qualified individual just in case?
