No I remember exactly as you said..
Here is KJ's logic:

It is assumed many divers are going to change their batteries when they do a scrubber change, so that its automatically reset to the saved state and the diver wouldnt forget to reset it..

I think a forced go to sleep (like on the primary) would be useful on the secondary now that there is some type of volitile data that could be used.
