What were the specs on the membrane you were using? I'm not sure what's needed for diving, but there's serveral different membranes on GE's site:

Note the 10 micron membrane has like 400% more flow than most of the others.

If you are going to use any kind of hydrophobic membrane in the unit, I would suggest fitting it in the largest diameter location to give as much surface for the air to go thru as possible.
