Not exactly what I mean. The only change that should be implemented is that the state policy for permits needs to be changed from a "may issue" to a "must issue" to qualified groups. This should still be a fairly restricted site.
Make no mistake these are big dives that require more than casual commitment. No offence intended but I do not believe You can just fly in once in a while & pull something like this off properly (safely).
