I've heard that Bumper paint is the way to go as it works well with ABS. What about keying the surface, can I give it a liberal sanding before the first coat (would also smooth ouf the ferreting-gouges!)
I use acrilic - does depend on what your doing, for artwork arcrylic is probably best, Bumper paint or bike fairing paint for the whole thing.

then a generous coating of laquer
