Its a common problem.. What I found works most of the time is to submerge the connectors in hot water for a few minutes, then in quick snapping motions to try and unscrew the locking sleeve.. Constant pressure turning doesnt seem to work..
Once you get it unscrewed a few mm then you can easily use needle nose pliers between the gaps to hold it in place if its still rotating..

You may have to revert to the hot water several times..
