| I don't know what the perceived value is, but the real value is that you can sell to markets that require it.
It's like having a tank with DOT stamp in the US (vs. CE or TÜV). You can own and use the latter, but will have a hard time getting them inspected, filled, and it's illegal to cross state lines with anything but an empty tank. They are not better or worse, they just lack DOT approval.
