G'day Simon,
Torquay is a top spot to live on the coast (35 years here) , I think you shall enjoy being only ten minutes away from diving the Ships Graveyard or a easy twenty to get to work at Fords in Geelong.
Don't worry too much about your rebreather reqirements , it's all available once you get here through a great network of divers.
