Hi Phillippe,
It looks like a boot but it's just anti-skid rubber tape applied directly to the can. You can buy it from marine stores for about $3/ft in 6" wide tape. Boaters use it to line the slippery parts of the deck and the adhesive is really good in a water envirnment. The appearance of the tape is similar to the sprayed-in bedliner stuff. So far I've seen it in black and gray.
