Any reason not to just tap the existing holes for the next bolt size up (or 2 bolt sizes up)? Then just screw in the bolt from the back side or use a pan head so it's less instrusive on the inside. The plate would also have to be drilled for larger size bolt, etc.
The welding solution looks nice though and more professional.
