I put one together myself. It's not too hard at all.
Take a normal motorcycle heating vest, mine is ZeroFactor, take either an Impulse or EO bulkhead connector for the suit, and put the mating connector on a canister and you're set.

For the water temps you'd be seeing in L.A., you really shouldn't need one though, unless you're doing epic dives. I think that a good set of underwear, dry gloves and a thick hood would do you better. I don't use mine unless I'm spending more than 60 minutes under the ice.
