I'm not an engineer, but I would have never have thought to worry about a little static electricity while I'm underwater (lightning excluded). I think if you were exposed to enough voltage/current to fry your electronics, you'd be zorched too, so is this really an issue?

How about you have been sheltering in the boats cabin in your polyester undersuit and then wander out and pick up your handset that has had a dose of salt water over it. You discharge your static to earth through it from your body through your finger? From what was mentioned earlier, man-made clothing can apparently generate substantial kV levels of static and it therefore seems a not unrealistic test of the unit.

I don't think the commercial ESD standards are aimed at making the unit resistant to nuclear war - just everyday life - protecting the uninformed consumer's interests. A good way of deflecting a bit of unwanted flack though!!
