I believe what they were testing was electrostatic discharge (ESD).

I'm not an engineer, but I would have never have thought to worry about a little static electricity while I'm underwater (lightning excluded). I think if you were exposed to enough voltage/current to fry your electronics, you'd be zorched too, so is this really an issue?
