Low pressure or high pressure Dil / O2 cylinders

Worthington has produced a new line of galvanized steel cylinders with a pressure rating of 3130 + in sizes of 13 cu. ft. , 19 cu. ft. respective weights 10 lbs. and 12 lbs.

I have previously used both the Faber 2 ltr. and the 3 ltr. 232 bar, and the 13 cu. ft. and 19 cu. ft. 2400+ cylinders. I have weighed the cylinders on a postal scale and the weight is very very close, although the material is a different steel. I find the buoyancy characteristics to be ideal with the Faber cylinders diving primarily in fresh water.

My question to the Rebreather group is two parts:

1. would you choose high pressure or low pressure if the cylinder size/weight were the same?

2. if you need weight to offset the buoyancy of your insulation or rig, would you choose heavier tanks or add lead ballast?
