Tom at no point is the student breathing the loop with an elevated PPO2 whatsoever, he is on open circuit.
He comes off the loop at a breathable PPO2 and then raises the PPO2 off the loop whilst breathing from an open-circuit regulator.
The instructor checks the PPO2 is lowered before allowing the student back on the loop.
The student is never exposed to the high PPO2.
