Here is a stupid question from a stupid newbie

When you guys are using the bungee, do you "feed" it through between the valve neck and LP hose or do you just pull it over the whole valve/regulator. I have heard of both ways and do not understand the reasoning why to pull it over, doesn't seem secure to me.
