I suspect the real reason for this is just more cuts so they can fund non-existant, multi-million Pound, building projects in Eastern Europe.
On a more serious note, the goats were no longer used to test diver decompression profiles. They had most recently been used to look at submarine escape issues, but since we dont need to do more testing on that either - goat curry was prescribed. I was there at the meeting as the person sponsoring the diving decompression tables - you wont beleive the man hours wasted talking about goats.
The real reason was that the people buying Qinetiq didnt want to be seen to be doing animal testing so it was holding up the sale.
