with regards to shipping for repair i am in a similar boat as yourself as i am in the eu, but not in the EU as far as taxes go

so have the same customs issues, when i send things to the uk for warranty repair i have had no problem with the customs as long as things are clearly marked for "warranty repair".
To my understanding it is only the electronics that need sending for factory service, so this cuts down on the shipping size for routine maintenance,
I believe there are both hardware and software differences between level 1 2 and 3 so it should require returning for upgrade.
as for instructors in your area i would ring delta p im sure they will inform you if there is going to be one around you.
