I'd be interested to know where this is taught/recommended, and who these "large number of divers" are!

HSE said the same thing yet in the (small unrepresentative) sample of Rebreather divers I've met it was considered in the same vein as going for a stroll on the M6 in the dark wearing a black suit... :O not *one* of them (myself included) would even have *considered* repacking a scrubber with used lime, after all, it's used and by definition no longer reliable! Hell I even think twice before using a half fill adaptor let alone contaminating the stuff that's helping to keep me alive... and for which we have no reliable sensor on the set
As I think I've already posted on this thread twice. I know of at least two rebreather divers who have been taught to do this on their MOD 1 course. After the subsequent hit HSE investigation, their instructor is no longer teaching, and they have retrained with a proper instructor (DaveT).

One of the divers I know well, and he is a smart guy, but if you're taught incorrect knowledge, then unless you spend all day trawling round internet forums, you're not going to know any better, no matter how smart you are.

It does happen.
