Not really. Both gases are used in semiconductor production, and there's plenty of that in Japan. Taiyo Nippon Sanso, the largest Japanese industrial gas maker, bought British Oxygen's helium operations not long ago. You can buy both oxygen and helium at pretty good prices. If you don't say, the gas suppliers don't want to know what you are going to use it for.
