Coming from a radial scrubber design background so not got a lot of experience on this type I imagined this suggestion basically means fitting a tube inside the scrubber (i.e. one whose Outside Diameter matched the Inside Diameter of the scrubber). If that's right then I'd be worried about getting a tight enough fit so that gas (CO2) couldn't find a path between the two (and if it was tight enough getting it out afterwards!
