The only reason that I can see for wanting to do a rebreather course in Japan is if your preferred language were Japanese. A rebreather costs broadly $10k, and you would pay an import tax on it of approximately 30%. If you flew overseas, took a course there and brought the rebreather back as used diving equipment than the $3k of saved tax would more than cover the cost of the flights, course and accommodation. Or so I've heard...
