This is all since we all went away from the AQAP system were the designers were paid to design and the product design was kept within the military, but the governments got to pay all the all up development cost.

Now with the new COTS (commercial off the shelf system) individual companies have to pay for the development and the navy in this case get to choose product A, B, or C etc.

The shameful result is now because of competative tendering with three or more companies bidding for each product if and when the other two failed bid individual companies bids do fail, what do you do with your developed product?

A. Blow it, sell it to any foreign governments that may be interested.
B. Approach is: remove the sensitive safety parts and sell it to the scubeedoos.
C. Do nothing go out of business.
D. Next time get a better congressman
