There is a very nice set of plans for a Meg radial scrubber already posted on here. That would make a good starting point.

WOB on the Meg is pretty good with the Axial so even with additions to or modifications of that design, if the membrane was selected properly the WOB might be acceptable.

I had a link to a company that sold the stuff by the sheet and had staff engineers to recommend an appropriate product but I seem to have lost it

I also know that it is widely used in all sorts of medical applications from breathing and anasthesia apparatus to dialysis and blood working machines as well as on diapers and horse blankets.
