I don't know about steel, but I've been pumping both my 6cf inflate bottle and my two 19cf Rebreather tanks (all aluminum, 3000 PSI) to 3100 PSI without any problem, whether using a 80cf bottle and reg as drive gas or my new compressor (Dewalt, 150 psi). Supply gas has so far been as low as 1500psi and it takes about 20 mins to pump that to 3100 into a 19cf tank. As my supply gas pressure continues to decrease, times will be longer. There comes a point where you really don't want to try and boost a low supply gas pressure to 3000, but I'm not sure what that mark will be for me. Not theory, but the actual "I'm really tired of waiting for this so XXXX psi will be enough for today".
