i think your RG-UF/M reg is supposed to flow at .8-1.1Lpm. so just timing how long it takes to fill your CL shouldnt be hard. just measure the flow rate.. buy a flow meter off ebay or...Tom Rose has a simple fow meter here:
ACCURATE FLOWMETER
and then time to see how long it takes to fill the CL.

flow rate is .8 lpm for ease of example.. it takes 5 minutes 45 seconds to fill the CL from dead empty to firm/full... .8X5.75=4.6.
