For me, the fact that there are outstanding casualties and that the bodies have, as yet, to be recovered, would mean I would not condone diving on the wreck until such time as they are recovered or the search is called off.

When a vessel goes down without casualties then it is open to maritime salvage just like any other and God knows I have spidged more than my share over the years.....
